No, we haven't got any faucet or sink in the basement, and it has been a minor inconvenience a fair number of times. In the event of a serious problem like this I imagine we'd just disconnect the washing machine and let a bit of water dribble from that.

I did think about whether we could use the washing machine's water for the fish, but it seems like more trouble than hauling two five-gallon buckets downstairs once a day. Still, it would be nice to have, if one could be put in without too much misery.
