Only some tickets are sold pre-validated, with the instruction to not put them in the validating machines.
There is, I'm sure, some Gallic equivalent of Basil Fawlty "explaining" how patently obvious it is that a validated ticket doesn't need to be validated again. Perhaps I'll try luring pawnytail back around these parts, and see if he can offer a native perspective.
I do find it a touch revealing that at one point, wars had to be accounted for (financially, at least; morally, it's arguable whether that's ever been the case), versus the extant situation globally where military budgets are held sacrosanct, however poorly societies are faring.
