It's possible too that different Verizon stores have different levels of caring about the gotta-be-there requirement. Also the house here is in a semi-private community with a gatehouse out from, which conveys the illusion of greater security than normal houses on normal streets, so the delivery folks may have looser feelings about everything.
I was given a bag to handle the pamphlets and receipts I had, although since this was nothing but paper it made for a pretty light package.
